• Fixed a problem causing the enable-endpoint-slices flag to not be persisted
  when set via linkerd upgrade (thanks @Matei207!)
• Removed SMI-Metrics templates and experimental sub-commands
• Use --frozen-lockfile to avoid accidental update of dashboard JS
