Bug fixing in the Procurement module:
- Categories can be expanded when multiple budget years are selected
- Corrected the sorting of categories in the option section of a request
- Corrected behavior of filter settings
Bug fixing in the lending section:
- Now showing a correct error msg. when scanning an item in hand over which is not part of the current pool's inventory
- endless spinning of availability check in some hand overs
Separation of users and delegations in global search: Now the sections "users" and "delegations" are split apart to make it obvious which search results are users, which are delegations.
Technical - New instances: Seeding was broken (rake db:seed:)
