defect-shift-left reference split, standup removed

The standup skill is gone. If a consumer project invoked it by name, that invocation now resolves to nothing. Skill count 21 → 20.

Skills

  • defect-shift-left moves section 6 (Common Shift Patterns) and section 7 (Stack-Aware Tooling Survey) to references/shift-patterns.md and references/tooling-survey.md, behind stubs that keep every pinned phrase: 3,100 → 2,100 word budget. Both references are pinned via REFERENCE_REQUIRED_TERMS and the primer is restamped. Continues the size work from v3.2.0.
  • standup is removed outright — SKILL.md in both trees, its primer, and its README index and routing rows. A downstream project's real gap turned out not to generalize into this library's method, which is the bar CONTRIBUTING sets for a generic skill.

Library enforcement

Removing a skill touches more registries than it looks: size and description budgets, pin coverage, and the skill count in alchemy-overview.svg (21 → 20). The mutation-test fixtures that used standup's SKILL.md and word budget as their subject were retargeted to push-out, and DESCRIPTION_BUDGET_CHARS was lowered 13500 → 12900 for the now-shorter always-on listing.
