Fixed Windows not working

• Updated win.batto delete the addons folder to make sure no old plugins or files are hanging around. If you have any custom files in there, you need to move to your custom_files folder and mimic the directory structure. These are merged in at the end after game updates and files from this mod
• Updated the repo so there can be specific files for Windows that it will merge in and overwrite the repo defaults.
• Downgraded CounterStrikeSharp to v227 as v228 doesn't work on Windows
• Patched GameModeManager and submitted a pull request so it now looks for the files relative to the CS2 server folder and you do not have to specify the absolute paths
• Added CustomVotes as it's a dependency of GameModeManager
