Emit the Workload event indicating eviction when LocalQueue is stopped (#5994, @amy)
Fix incorrect workload admission after CQ is deleted in a cohort reducing the amount of available quota. The culprit of the issue was that the cached amount of quota was not updated on CQ deletion. (#6026, @amy)
