Release notes for Cluster API Provider AWS (CAPA) v2.12.2

Changelog since v2.12.1

Fix(ROSA): a uint64 underflow in MachinePoolSupportedVersionsRange that caused every ROSAMachinePool to be rejected on control planes with a minor version of 0 or 1, leaving MachinePools stuck in Provisioning with no status, condition or log line. Control planes whose skew window crosses a major boundary (5.0, 5.1) now admit machine pools from the previous major series. Rejected machine pool specs now surface the reason through the Ready condition and propagate the error to the controller logger instead of failing silently. (#6258, @k8s-infra-cherrypick-robot)
