Documentation only. No behaviour changes.

• The README now shows the product instead of describing it. The first screen answers
  what Jev is, what it decides, what it costs, and what leaves your machine, with a
  screenshot of the model routing dashboard (docs/images/model-routing-dashboard.png)
  taken from example data, so no real profile name, customer or path is published.
• The tool list was two tools out of date. It named three of the five the plugin
  registers; jev_supervise and jev_escalate were missing.
• Added a two-command quickstart and a "start in shadow mode" path, because the honest way
  to evaluate routing is to watch it decide before it switches anything.

Install or upgrade:

git clone https://github.com/kerpopule/hermes-jev-skills ~/hermes-jev-skills
python3 ~/hermes-jev-skills/install.py
jev setup-key

Or unzip the attached hermes-jev-skills-0.13.1.zip and run the last two commands from it.
