Kata Containers 2.0.0-alpha2 release

This is alpha2 release of Kata Containers 2.0.0. It includes following changes:

1. Repository consolidation: we now have runtime/agent/osbuilder/packaging/documentation all merged in a single repository
2. CI integration
3. Add a kata-agent-ctl utility to help debug/test kata-agent
4. Add a kata-trace-forwarder utility to to support tracing the agent process running inside the virtual machine
5. Network throttling on qemu side
6. Many stable fixes

The alpha releases are provided for Kata 2.0 early preview. The packaging system for 2.0 is still WIP so only a static tar ball is provided.
