This pre-release schedules the Toccata ZK hardening hard fork on testnet-10.
The release activates the final Toccata hardening layer on TN10, including Groth16 verifier hardening, updated ZK pricing behavior, and the SMT/seqcommit inactivity shortcut used by inactivity proofs. This activation is part of the final TN10 validation cycle before the accumulated Toccata logic is cleaned up and prepared for mainnet.
