SKILL.md tells the agent that the file is enough to do a job and that references/scripts.md / references/gotchas.md cost as much to read as SKILL.md itself, so they are opened only for a question the file leaves open; step 0 no longer suggests doctor before the first job of a session, only after a failure or when the user asks. Eval iteration 11 measured why: at 1.11.0 agents read gotchas.md in 31 of 36 runs (0 of 106 at 1.10.0), scripts.md in 36 of 36 (73 of 106) and ran doctor in 31 of 36 (41 of 106), so the mean run cost 72.2k tokens against 68.7k at 1.10.0 despite the smaller SKILL.md.
