Beta pre-release. Radar tiles are now kept as soon as their content is final, so a reload refetches almost nothing. Drop-in upgrade from 3.11.0-beta2 — no config changes required.

- Tiles are kept as soon as they're final — beta2 stored a tile in the browser only once its frame was 15 minutes old. RainViewer and NOAA tiles are now stored once their frame is older than one frame interval, and DWD tiles once DWD's newest nowcast run covers the frame (before that, the same tile still shows the forecast and changes every 5 minutes). Reloading a 2-hour DWD loop made no tile requests in testing (#283).
- DWD cards read DWD's run list (~13 KB) before loading frames and on each update, with or without
forecast_refresh_minutes— that's how the card knows which frames are final. The first frame waits for it: about a second from the US, less from Germany.
