Config shell polish & dashboard chrome — Help split-shell, flattened nested config cards, unified dashboard toolbar/modals, recent-modal usage, fresh-install footer defaults, and Classic layout guidance with C10 header rollback retained.

Config

• fix Config shell parity (B5) — Help split-shell with chip navigation; Bookmarks and Collections row rhythm aligned (templates/config.html, config-tab-shell.css, config-help.css).
• fix Flattened nested cards — Tags and Backups divided rows inside fused surfaces; Theme Colors subtabs match General layer switcher; scoped Help link/code styles (config-tags.css, config-backups.css, colors.css, config-help.css).
• fix Theme dirty state (B10) — remove local has-unsaved on Save colors; dirty state via save row only (static/js/colors.js, templates/config.html).
• fix Reduced motion (C15) — skeleton loaders, spotlight tours, and chip nav respect prefers-reduced-motion (config-reduced-motion.css, feature-spotlight.css).

Dashboard

• fix Unified chrome — shared header chip tokens, clearer toolbar hierarchy, lighter card rows (layout-modern.css, dashboard.css, layout-glass-tokens.css).
• fix Toolbar surface tokens — footer buttons use theme surface colors instead of custom accent tints (dashboard.css, layout-modern.css).
• fix Toolbar modals — What's new (★), recent, and help modals share search-overlay chrome; search anchors above toolbar (dashboard.js, dashboard-recent.js, whats-new-modal.js).
• fix Empty states & polish — smart-collection empties, Modern/Glass page-level empty chrome, tag-filter recovery, page overview icons, shared radii tokens (dashboard-empty.css, search-overlay.css, layout-radii.css).
• fix Widgets & overview — flatter widgets preset rows; classic header chips harmonized; responsive grid overrides scoped to Classic (layout-widgets.css, page-overview.js).
• fix Recent modal (D8) — rank, recency badge, and open count (dashboard-recent.js, locales).
• fix Status-row hover (D12) — shared --bookmark-row-hover-bg / selection tokens (dashboard-bookmark-row.css, layout-modern.css, layout-glass-tokens.css).
• fix Status loading default — showStatusLoading false when unset (models.go, config-settings.js, dashboard-data.js).
• new Fresh-install toolbar — Search, Commands, Finders, What's new (★), and + Add bookmark only; Recent and cheat sheet off by default (models.go, settings_defaults_test.go, config-settings-defaults.js).
• fix Classic default — onboarding keeps Classic; one-time Modern/Glass early-beta toast and config notice; layout picker removed from onboarding (layout-modern-nudge.js, layout-beta-toast.js).
