General Advanced layer toolbar layout — Essentials/Advanced row aligns flush with the fused General surface; no gap or overlap with bulk actions.

Config

• fix General → Advanced layer toolbar — remove sticky positioning on .general-config-chrome / .general-layer-toolbar inside overflow:hidden .general-tab-surface; keep toolbar and section nav in normal flow; force-hide bulk actions when not on Show all (config-general-layers.css, config-general.css, config-modern-glass-surfaces.css).

Cache-bust

• fix Cache-bust — whats-new-v115 data version and 2026.07-dashboard-release-v92 dashboard release token; config-general-layer-toolbar-2 on config CSS bundles.

Developer & docs

• fix Playwright — config-tab-consistency.spec.js asserts Advanced toolbar is flush to fused surface top and bulk actions stay hidden.
