.cockpit_tools/.cockpit_tools_dev. Existing installations automatically retain access through compatibility links, preserving stored accounts and running instance paths without manual migration. Codex provider previews show the actual configured storage paths.

Fix Windows Codex switching and startup being blocked by a saved process ID that has exited or been reused by another program, while preserving instance ownership checks for ChatGPT processes.
