Pulls in upstream changes from v3.1.6
Note:
Before building this software, you'll need to pull in new git submodules via:
git submodule update --init --recursive
This release contains the bam-client patch from the bam-client repository (the bam-client repository will be deprecated in the near future and all bam client work will occur here).
This release changes the client ID to the BAM client. Connecting to BAM nodes requires opt-in from the validator via the CLI or admin RPC service. If a validator hasn't opted in, the client will continue operating like the normal jito-solana validator client. To learn more about BAM, please visit https://bam.dev/
