✨ New Features

• Gboard: add the Incognito Mode Toggle patch, which adds an Incognito toggle to the Access Point toolbar and lets you configure clipboard and voice typing availability while Incognito mode is active.
• Gboard: refactor the Patches settings page with clearer feature categories and improved navigation and scroll-position handling.

🐛 Bug Fixes

• Gboard: disable the custom top row by default to reduce confusion after users repeatedly mistook the feature for a bug and reported it on Reddit.
