v5.4.0 - Upgrades follow tagged releases

Upgrades now follow tagged releases instead of the newest commit on main.

Changes

• #882 — upgrade.sh installs the latest release tag, not the newest commit on main, so merged work reaches users only when a release is tagged. Maintainers can merge and test on main and publish together by tagging.
• #875 — README restructure, AGENTS.md and the PR template.
• #876 — backups doc: the missing restart step in the transfer procedure.
• #880 — tools/export cleanup (lint, newline, gitignore).
• #881 — ignore the generated Sun and Moon datasource file.
• Also: README TEDAPI routing notice for Powerwall firmware v25.10.0.

Existing installs: run ./upgrade.sh as usual — older upgrade.sh versions hand off to the latest release automatically.
