Skip Low-Rated Tracks (Playback)

• New "Playback" section in Preferences > General tab
• New "Skip Low Rating" option to automatically skip tracks with low ratings during playback
• Integrates with foo_playcount (Playback Statistics) component via %rating% title formatting
• Configurable rating threshold:
  • 1: Skip tracks rated exactly 1 star
  • 2: Skip tracks rated 1 or 2 stars
  • 3: Skip tracks rated 1, 2, or 3 stars
• Tracks without ratings are not skipped
• Infinite loop protection: Maximum 10 consecutive skips before allowing a track to play
  • Prevents getting stuck if an entire playlist contains only low-rated tracks
  • Counter resets when a track plays normally (rating above threshold or unrated)
