Smooth Animations Performance Optimization

• Implemented centralized animation frame timer with ~60 FPS throttling
• CPU usage now stays at ~1% (previously 10%+ with Smooth Animations enabled)
• Spectrum Visualization and other foobar2000 elements no longer starve during animations

Animations Simplified for Performance

• Progress bar / seekbar: No longer interpolates; updates directly every second
• Hover effects: Now instant on/off (no fade transitions)
• Smooth Animations toggle now only affects: custom button auto-hide fade, background crossfade
