v0.9.8 Maintenance Release

This maintenance release fixes profile-isolated authentication refresh and stale Windows CDP process detection.

Fixed

• Named-profile authentication refresh and recovery now stay scoped to the selected profile instead of overwriting or reading the default profile's legacy cache.
• Windows CDP PID cleanup now uses Win32 process liveness checks, so exited browser processes are pruned without treating live processes as stale.

Verification

• Full non-e2e test suite, Ruff lint, and Ruff format checks pass in CI-equivalent local runs.
• Live regression checks pass on Windows 11 with Python 3.12.10, covering profile refresh isolation, recovery isolation, dead-PID pruning, and live-PID retention.
