cilium-cli v0.18.19-cee.1 release

This release is based on v0.18.9 cilium-cli
and adds sysdump collectors and connectivity tests that are specific
to Isovalent Enterprise for Cilium.

Note: this release should have been named v0.18.9-cee.1. Apart from the typo in the version number there are no differences, though.

Future releases might see additional enterprise-specific features.
