#6633: Merged implementation of Starfish consensus protocol (experimental, not enabled on any networks). Starfish improves blockchain performance by separating block header propagation from block data dissemination, reducing latency in adversarial network conditions. Currently undergoing internal testing and development before potential testnet deployment.
