NVL-S (NovaLake) Upstreaming: Initial upstreaming of the NVL-S Decode and Video Processing for future platform support.
AV1 Decoder Fix: Added proper status checking for AV1 decoder initialization on Xe3_LPM_base platforms to ensure initialization failures are correctly handled.
MPEG2 Decode Removal: Removed MPEG2 decode support for the NVL+ platform variant.
AV1 Encode Enhancements:
- Disabled VDENC rowstore caching for AV1 wide frames (width > 2048 pixels) on PTL+ to align HW design.
- Enabled AV1 Encode LUT Rounding under CQP on Xe2 for better quality.
