Intel official release 4.13.78

The following changes were made in this release:

• fix system crash when enabling ETF offload on an interface that is already up
• fix VLAN devices on a VF losing Tx traffic after port VLAN is set and then cleared
• fix use-after-free during GNSS teardown
• fix "ethtool -x" failing with "Cannot get RX ring count" on kernel 7.0 and newer
• minor bugfixes and improvements
