WebUI Settings refactored:
- LCD brightness and therapy mode now apply immediately via POST, no reboot needed.
- NTP server moved into a collapsible "Advanced" section.
- LCD settings relocated to a collapsible "Display" section at the bottom of the Settings page, hidden in SoftAP portal mode.
- "Save & Reboot" now only enabled for Wi-Fi, timezone, and upload changes.

SoftAP portal fix:
- Portal mode now correctly switches to the Settings tab after hiding STA-only content.

Device settings backend:
- LCD therapy mode changes immediately re-evaluate backlight when therapy is active.
