#37 — CZG3: report FOPS race timing and fix stage anchor

Summary

Consumes the new lightweight CZG3 FOPS timing record and fixes the misleading AttemptingRace stage timing.

• parses RMG_RACE_LIGHT_V1 under External Observer v2
• fills the six previously unavailable cross-thread race timing metrics
• preserves signed ordering between threads
• keeps existing observer coverage/trace semantics unchanged
• anchors inferred AttemptingRace timing to the first native attempt_begin marker relative to payload release instead of assigning terminal exploit elapsed time
• replaces stale terminal AttemptingRace timing when a native attempt anchor is available
• does not change exploit timings, transport, observer cadence, payload gate, or fail-closed behavior
