#22 — Validate CZG3 diagnostic payload rollout

Adds a unit guard that asserts normal debug builds keep CZG3_DIAGNOSTIC_PAYLOAD=true and resolve payload metadata from main.

This PR is intentionally small; its main purpose is to run the existing Verificar App PR workflow against the current main, which already contains the diagnostic-payload rollout, stale Auto Root snapshot rejection, soft-reboot History persistence, Manager libksud.so preference, and release-workflow alignment.
