Restores the Manual runtime envelope to the validated RMGLabs baseline while preserving production identity and release infrastructure.

Key changes:

Restore the Labs Manual watchdog flow exactly, changing only the stall threshold from 90s to 900s; total timeout remains 900s.
Restore Local ADB to use the same stall watchdog variable as Labs.
Replace pre-exploit online payload download with a bundled, hash-verified production payload snapshot generated from Root-My-Galaxy-Payloads-Extended at release time.
Keep the production updater runtime quiescent like Labs so no automatic GitHub network request runs concurrently with Manual execution.
Release workflow verifies every bundled exploit/KernelSU/root-helper artifact and the packaged JNI helper against the production manifest.

No exploit/FOPS/P0/timing/helper/payload bytes are changed. No payload repository change is required.
