Minor Changes

• 4c58992: Added custom_rpc_header query parameter support to SmartProvider, matching Rust agent behavior from PR #5379. This enables reusing the same authenticated RPC URLs across both TypeScript and Rust tooling. Header values are redacted in stored config for logging safety while real values are passed to ethers for authentication.
• b0e9d48: Introduced artifact-based IsmWriter and migrated existing code to use it instead of AltVMIsmModule.
• 7f31d77: Migrated deploy-sdk to use Hook Artifact API, replacing AltVMHookReader and AltVMHookModule with unified reader/writer pattern. The migration adds deployment context support (mailbox address, nativeTokenDenom) for hook creation, following the same pattern as the ISM artifact migration. Key changes include new factory functions (createHookReader, createHookWriter), config conversion utilities (hookConfigToArtifact, shouldDeployNewHook), and removal of deprecated hook module classes.

• 99948bc: Fixed EvmTokenFeeModule to derive routingDestinations from target config when not explicitly provided. This ensures sub-fee contracts are properly read from on-chain when updating RoutingFee configurations. Also added support for deploying new sub-fee contracts when adding destinations to an existing RoutingFee.
• 99948bc: Fixed warp apply idempotency issue where re-running after partial failure would fail with UNPREDICTABLE_GAS_LIMIT error when ownership had already been transferred. The setFeeRecipient transaction is now only generated when the fee recipient actually needs to change.
• 66ef635: Added mapAllSettled helper to @hyperlane-xyz/utils for typed parallel operations with key-based error tracking. Migrated Promise.allSettled patterns across sdk, cli, infra, and rebalancer packages to use the new helper.
• 7a0a9e4: Fix RoutingFee deployment when the configured owner differs from the deployer signer, and avoid requiring routing destinations when deriving RoutingFee configs during warp deploy.
