Local renders on FFmpeg 4 no longer turn a finished mix down by several dB when they match its length to the video. Motion blur can now choose when its shutter opens.

- Render: On FFmpeg 4, a mix already under the peak limit is no longer turned down by several dB when its length is matched to the video. Two near-identical mixes no longer land about 4 LU apart (f6ae9bf, #7199).
