This release changes the hotspots assert command to use the new assert_location_v2 transaction.
This means that assert location no longer requires the hotspot to be involved in the creation of a location assert.
NOTE: Assert location v2 requires an antenna gain and elevation argument if one was not previously set with a v2 assert location.
