github hashicorp/terraform-provider-consul v2.24.0

2.24.0 (November 2, 2026)

NOTES:

  • The provider now uses terraform-plugin-sdk v2 and no longer supports Terraform 0.11 (plugin protocol 4). Use Terraform 0.13 or later, as listed in the README (#507).

NEW FEATURES:

  • The consul_config_entry_service_defaults resource now supports consecutive_5xx, consecutive_gateway_failure and enforcing_consecutive_gateway_failure in the upstream passive_health_check block (#495).

BUG FIXES:

  • Upgrades to terraform-plugin-sdk v2, removing github.com/zclconf/go-cty-yaml (CVE-2022-3064), golang.org/x/crypto/openpgp (GO-2026-5932), github.com/keybase/go-crypto (CVE-2020-9283, CVE-2020-29652, CVE-2021-43565, CVE-2022-27191) and go.opentelemetry.io/otel (CVE-2026-81870) from the provider binary. pgp_key encryption in the consul_acl_token_secret_id data source now uses github.com/ProtonMail/go-crypto and produces the same message format as before, so existing base64 -d | gpg -d workflows keep working (#507).
  • Upgrades Go toolchain to 1.26.10 to address multiple stdlib security vulnerabilities in net/http, crypto/tls, crypto/x509 (GO-2026-6809), mime/multipart, html/template and os (#497, #501, #506).
  • Upgrades golang.org/x/net to v0.62.0 to address CVE-2026-78659, CVE-2026-78660, CVE-2026-78661, CVE-2026-78663, CVE-2026-78669, CVE-2026-97032 and CVE-2026-97045 (#497, #501, #509).
  • Upgrades google.golang.org/grpc to v1.84.0 to address the gRPC-Go authorization bypass for malformed :path headers (#484).
  • Upgrades github.com/hashicorp/consul-awsauth to the latest revision, which uses aws-sdk-go-v2, removing the github.com/aws/aws-sdk-go (v1) dependency from the provider binary to address GO-2022-0635 and GO-2022-0646 (#502).
  • The AWS IAM provider login (auth_login_aws) now honors AWS_CA_BUNDLE and AWS_USE_FIPS_ENDPOINT / use_fips_endpoint when generating login data. When static credentials (aws_access_key_id and aws_secret_access_key) are set, the AWS configuration is now also loaded so these settings apply; if it cannot be loaded, login continues only when the configured profile is missing and no CA bundle or FIPS setting is set, otherwise the error is returned (#502, hashicorp/consul-awsauth#22).
