- api-gateway: Fix cross-namespace ACL resource collisions by keying policy/role/binding-rule caches with gatewayName + namespace. Managed resource names are now namespace-scoped to prevent one gateway from affecting another when deployed in different Kubernetes namespaces. [GH-5140]
