🐛 Bug Fixes

• The stored settings are no longer baked into the compiled configuration. php artisan config:cache boots the application before dumping the configuration, so applying the overrides
  there froze them into bootstrap/cache/config.php: the compiled file then outranked the table and
  deleting a setting — or the reset to the file values button — had no effect until the next cache
  rebuild. The overrides are now applied for real requests only.
• The list is read once per request instead of being cached: a cache entry could be repopulated with
  the values read just before a save, which would have kept a deleted setting alive. Nothing survives
  a write now but the database itself.
• Reset to the file values clears the compiled configuration too, so the file's values are served
  again immediately.
