Monitor Request

Added function to periodically monitor requests and apply missing user labels. The function is off by default and is entirely optional. Add these lines to your docker-compose.

      MONITOR_REQUESTS: false
      #How often to check for partially available series requests (in seconds)
      CHECK_REQUEST_INTERVAL: 900
