0.7.0 - Referendum Live + Blockchain Management

Features

• Referendum is now live within the app! You can vote for proposals either on the Producer Voting interface on a new Proposals tab or under Tools -> Proposals section that existed before. The UI also received a few features, such as searching and only showing proposals the current account has participated in voting on.
• Enabled Ledger support for Referendum Voting.
• The Tools -> Manage Blockchain settings now allows for the addition/editing of all blockchains and their values. Any EOSIO compatible chain, testnet or otherwise, can be added via this interface. Unexpected bugs may occur if the configuration is incorrect or the chain isn't a standard EOSIO blockchain ff49c7d.
