Updates in 39.0

• --install is a new option, equivalent to --reinstall.
• Bump mist-cli to v2.2 to address issues with creating installers on macOS 15.6 or newer.
• Reverted default download behaviour to use mist-cli unless --native mode is used. --native mode remains as an option for those who require less space for the upgrade/erase process.

Bugfixes in 38.0

• Removed extraneous code from Makefile that was preventing the package from building.
