Phonon 0.4.2

A small release on top of 0.4.1.

• Mimi: a checkpoint can set decoder_dimension when its decoder is narrower than the latent, for small decoders distilled from a larger codec (#261).
• Swift: PhononCore.xcframework gains a Mac Catalyst slice (#253).
• Browser: the phonon-tts npm package ships the licence notices of the crates it is built from (#252).
• Docs: a C guide for ptts-ffi, linked from the README (#250).
• CI: the default model speaks through every backend on every platform, and Whisper checks that the words come back (#251).

The attached model bundles (phonon-31m-en-coreml.zip, phonon-31m-en-qnn.zip) are those of 0.4.0: nothing in this release changes what they contain.
