• Register mooncake-transfer-engine-cuda13 in the CUDA 13.0 vLLM runners: the dependency collector now recognizes the CUDA 13 wheel variant, and the published catalog entries for vLLM 0.29.0 / 0.30.0 / 0.31.0 on CUDA 13.0 are backfilled with the measured mooncake-transfer-engine 0.3.13.post1.
