Maintenance release on top of 3.138.4 (full diff). Runtime spec_version 139.

Runtime

• BABE follows session-disabled validators for block authorship.
• Nomination pools are registered as a staking event listener; a migration re-syncs TotalValueLocked from the staking ledgers.

Node (EVM / Ethereum RPC)

• Frontier updated: Ethereum RPC and EVM execution improvements.

Attestor

• p2p networking improvements: gossipsub update (vendored, see attestor/vendor/README.md), topic handling and inbound connection management.

Upgrade notes

• Runtime upgrade required (spec 139).
• Node operators: upgrade to 3.139.0.
• Attestor operators: rebuild and redeploy the attestor (p2p changes; no config changes).
