3.138.2-devnet (patch release)
Patch on top of 3.138.0-devnet, built from branch 3.138.0-devnet-patched.
Runtime is unchanged. spec_version stays at 138, so no runtime upgrade is needed and no runtime wasm is attached. Only impl_version was bumped (0 -> 2) to keep the crate and runtime version strings in sync. Version 3.138.1 was prepared but never published.

Who needs to upgrade
- Archiver operators: yes, for the #1444 fix.
- Attestor operators: recommended, for #1463. New optional settings, defaults keep the previous behaviour:
--eth-rps/ATTESTOR_ETH_RPS(default: unlimited) caps source-chain RPC requests per second.--eth-max-concurrency/ATTESTOR_ETH_MAX_CONCURRENCY(default: 10, as before).- Both can also be set under
eth:inconfig.yaml. - Block fetches that are refused for rate limiting now back off (1 s doubling to 60 s, at most 8 times) before failing like any other fetch error.
- Node and proof-gen-api-server: no functional change; upgrading is optional.
Notes
This release was built and published manually, outside the regular release pipeline, because the patch commits are not on dev. subkey, subwasm, subxt and the precompile ABI files are identical to 3.138.0-devnet.
