Follow-up to 9.0.0 addressing the permission-model feedback raised in #411, plus the recovery guidance we posted for #410.

Highlights

• On-demand permissions: downloads and identity moved from unconditional permissions to optional_permissions. Chrome now only prompts for downloads when you toggle on local automatic backup, and only prompts for identity when you click "Connect" for Google Drive. If you never use either feature, TMS never requests them. Users who already granted these under 9.0.0 see no re-prompt after updating.
• Backup activation nudge: a quiet amber badge on the toolbar icon, a popup banner, and a note on the Backup page for anyone who's never enabled automatic backup, with a 10-day snooze and a permanent opt-out checkbox. No repeated pop-ups.
• News feed opt-out: new "Enable news feed" toggle in Settings → General (on by default). Disabling it clears the background fetch alarm immediately and hides the News entry from the sidebar on every page.
• In-app permissions transparency: a one-time banner on the Backup page explaining the permission change, plus a persistent note linking to the full permissions breakdown.
• Drive-only local file explained: the Backup page now explains why a local safety-net file can still appear even when your destination is Google Drive (performEmergencyBackup writes locally first on browser close, then uploads to Drive on next startup). That local copy is now also cleaned up automatically once the queued Drive upload succeeds.

Also in this release

• Fixed a bug where a failed/unhandled chrome.permissions.request() call could leave the backup checkbox visually checked without the setting ever actually being saved.
• Fixed a CSS specificity bug that made the popup's backup nudge banner ignore its own hidden state.
• Fixed several layout gaps on the Settings and Backup pages caused by hidden elements still reserving their full layout height.
• General punctuation/wording cleanup across UI strings.
