CLI fixes and improvements

• single-file-core is updated to 1.6.22, see https://github.com/gildas-lormeau/single-file-core/releases/tag/v1.6.22. For the CLI it means the following
• A page saved with --compress-content and --embed-pdf or --embedded-pdf could not be extracted when opened from a file: URL in Chromium or Safari ("Cannot extract the data of the page"). Regression in 2.16.2
