Fixed

• False local mode detection via TUN — users connected to a VPN server via TUN mode had their public IP match the server IP, causing _is_on_server() to wrongly activate local mode. This made client add fail with "No credentials found" and teardown run destructively on the local machine. Detection now uses file/directory checks (/etc/meridian/) instead of IP matching.

• --geo-block / --no-geo-block flag — geo-blocking is now optional. Use --no-geo-block to skip country-based firewall rules during deploy.
