Gas City v1.3.1

Patch release. Supersedes v1.3.0, which built against bd/beads v1.0.5 — a version that has a known data-corruption bug and was withdrawn. If you installed v1.3.0, move to v1.3.1.

Fixed

• Pin the bd/beads dependency to v1.0.4 (off the withdrawn v1.0.5). v1.3.1 repins the beads Go module and the CI bd toolchain (BD_VERSION) to v1.0.4 — the same bd toolchain that shipped with v1.2.1. Gas City already defaults to bd_compatibility = "bd-1.0.4" semantics and runs correctly on bd 1.0.4.
