The user_can_only_view_guest_transfers_shared_with_them
configuration option was updated for wider scope. This
flag is now stored in the Transfers table because it is
referenced in a few places. If this setting is enabled
this update should allow for guests that are more independent

Feedback is available for bad characters in file names when they
are added. This allows the user to have some hint as to what is
wrong with the file name rather than just that it is bad. #1033
