MT5700 USB autodial startup
- Fix startup returning NETDEV_MISSING before reaching the modem's dial commands. Enable and verify USB autodial with AT^SETAUTODIAL=1,1 before waiting for this modem's network interface.
- Add startup retries, registration and roaming checks, and short per-command AT locks. Do not restart an in-progress setup when the USB network interface appears.
- Replace manual NDIS dialing and the CGPADDR static-address fallback with persistent netifd DHCP/DHCPv6 clients using the live PDP type and parent firewall zone.
- Include current USB configuration, interface descriptors and bound drivers in MT5700 diagnostic reports.
Validation: 52 regression tests and 16 MT5700 profile scenarios passed. A real modem cold boot, address acquisition and traffic test remain required. Vendor NCM ff/02/16 without a network driver remains an unresolved case; this release does not claim to fix that driver layout.
