Pelmet 0.3.1-beta.3

Third beta of 0.3.1, on the beta channel only (Settings › About › "Get beta releases"). Focus fixes, and a new Shortcuts item.

New:

• A Shortcuts item: your whole Shortcuts library in one Pelmet menu.
  macOS takes the Shortcuts "Menu Bar" controls off the bar as soon as
  any icon is hidden, and no app can read that collection. The item
  lists your shortcuts instead, unfiled first, then one submenu per
  folder, then Open Shortcuts. A pick runs it.

Fixed:

• A Focus that ends while your Mac sleeps now turns off in Pelmet when
  it wakes (#70, thanks @GianAndris). A place Focus run from the iPhone
  ended during sleep, and macOS only noted it with a line Pelmet didn't
  read, so the Focus item stayed on.
• A click on the Focus item opens the Focus panel on a Mac in any
  language, not just English. If your Control Center has no Focus tile,
  it opens as is. If Control Center is hidden, Focus settings open
  instead of nothing.
• A Focus left on for days shows again after Pelmet relaunches.
• New Pelmet items land right of the chevron, before the clock. One
  that wasn't laid out yet on its first pass stayed left of the chevron.
• The Camera & mic caption in Settings says that without Screen
  Recording a click flashes the hidden icons for an instant (#68, thanks
  @rd-david-wahlandt).
