Pelmet 0.2.23

One fix, for anyone running a notch app like Sconce next to Pelmet.

Fixed:

• A ghost of the notch app's surface showed around the notch during a hover
reveal, and the app's own surface lost its top strip while it opened.
Pelmet's picture of the bar reached into the notch and included whatever
sat there, then floated over the bar on every reveal for a while. Pelmet
now stops its picture and its cover at the notch's edge, leaves other
apps' surfaces out of the picture, and slides its cover in underneath
them so they draw on top. On an external display without a notch the same
rules apply to whatever the app draws at the top of that screen.
