This release has seen some major internal restructuring (using std::string instead of fragile C style buffers, etc etc; also a test suite was added) hence the need for an -rc since there have been a lot of changes
User visible changes:
- Switch to the Meson build system (will remove autoconf in the next release most likely unless it's already too broken right now)
- Add support for Markdown as output format
- Tunables synced from the clr_power_tweaks project
- CPU IDs updated for newer CPUs
- A lot more strings are now translatable
